I think the question is: do they charge you at all? I mean, it's a doorway to another universe...stepping through it is like me crossing the border into the US. If I'm leaving from the Phase World side, the Promethian "customs agents" take a look at my declaration, and wave me through.

"What are you taking out?"
"Uh...just D4 samll sacks, and one large sack, sir."
"Carry on."

What do they care if I transport nuclear rods to the Western Empire, really.

Coming into Centre from parts elsewhere...well...get ready for a full inspection. The Prometheans don't really want bio--weapons in their trading port.

"Are you bringing any fruits or vegetables into Centre, sir?"
"No, just this giant robot."
"Are you planning to store said robot in a specified depot until such time as you depart Centre, sir."
"Nope. Gonna kill some people."
"Very good. Elevators to level ten are clearly marked. Next, please."

I don't think so.

Just give your players a hell of a rough time going through customs. That should be payment enough.

Remember that the Promethians really don't need any of these people coming to live or trade on their planet. They dont really need anything. Its everyone else that is bound and determened to set up shop in Centre.
