Tattoo Weapon Question
A character I have has a flaming axe with flame gout and blood splatter enhancements. The flame gout does 5d6 normally. My question is would the flame gout bolts do critical hits on a 17 or 18-20 due to the blood splatter enhancement? Or would only the physical strikes do the possible critical due to the the blood splatter magic weapon enhancement? Thanks!

The blood splatter enhancement applies "on every roll to strike". There is no qualifier in the text to restrict this to a particular type of damage (melee or ranged).

Extending the Crit to 17 depends on whether you play a game where the H2H 18-20 Crit stat applies to ranged weapons, like flamethrowers.
