To the first, the short answer is no. Sometimes numbers work out funny but you're supposed to actually have the power to get the abilities.

Well, are you moving that fast because you are using Sonic Speed? Or can you just "move that fast?" If that's the case, same answer from me.

Out of curiosity, how did you manage a speed attribute that high without a speed enhancing power that gives you bonuses?

I'd also agree with Alrik - even though you may have ended up with a high speed attribute (again wondering how you got one that high), the folks with enhanced speed attributes get the bonuses they have from having the power, and being able to innately use that power in ways that a normal person who just had speed thrust upon them wouldn't.

As an example, Super Speedster has had years of practice with his speed powers, and has had every opportunity to figure out not only how far he can push himself, but also when he needs to restrain himself. He knows his limits, and thus gets the bonuses. Joe Speedy on the other hand, all of a sudden has this extra speed bestowed to him - he's clumsy with it, he may push himself too hard (or not hard enough), he doesn't have a grasp yet on how to dodge running at high speeds, or to hit someone moving at high speed without overcompensating..

That all being said, there are obviously some bonuses that I would give the player - leaping bonuses for instance. Let's face it, someone with a speed that high can take a pretty awesome flying leap, not only up, but across. I'd leave it for you or your GM to figure out exactly what sort of bonuses to add - although I would think they'd be less than someone with the power of enhanced leaping - maybe half.

The options from Eugenics are to make the character as fast as possible, with adrenaline gland, steroid gland. I don't have my character sheet here with me but it was calculated that because i have a base speed attribute of 48.1 because of being a heavy weight, i get a x 4 x 3, and the blur power gives me a x 2 for 30 seconds.

You're looking for more?? Come now - don't get greedy.. :)
What are your current bonuses? PP, Blur and Leaping all must add something to your combat bonuses
So, you must already have some pretty formidable bonuses as is.

Seems like you've got more than enough going on. I wouldn't worry about having proper sonic speed powers. There are some realities your GM might want to observe about going that fast, but granting you extra powers just from high attributes defeats the purpose of having powers, otherwise having a 50 PS would just automatically give you supernatural strength, but it doesn't.

I can also for 30 seconds move as fast as sonic speed, so would i get those bonuses for the 30 seconds.

Short answer, no.

While you have the raw speed of a a comparable character, the spesifics of the power set aren't there.
