question about underwater abilities
Are the bonuses for being on dry land lost while underwater or are the cumulative? Also does the shockwave ability, under the power vibration, work underwater?

Re: question about underwater abilities
The "Dry Land" bonuses from Underwater Abilities are separate from (not cumulative with) the bonuses when underwater, so you have 100 bonus S.D.C. underwater, not 140. Basically, they give the character reduced benefits out of water, so that the power is not completely useless on land.
The Shock Waves sub-ability from Vibration only states that the waves "ripple through the earth," so I would think that it can be used underwater, as long as the superbeing is in physical contact with the ground (or the seafloor, riverbed, etc.). Note however that this ability technically only affects targets who are themselves on the ground/seafloor, although you might be able to convince the GM to allow a mini-tsunami effect.

Re: question about underwater abilities
I see no reason for the dry land abilities to NOT be cumulative with the underwater ones, unless it specifically states they aren't(been a while since I read it).
And vibrations should work in water just fine(water would carry them better than air).

Damn ICE/BCP/BorderPatrol! Damn everyone who won’t damn ICE/BCP/Border Patrol!! Damn everyone that won’t put lights in his windows and sit up all night damning CE/BCP/BorderPatrol!!!
If you support ICE/BCP/BorderPatrol at this point, you would have called the Gestapo on the people surreptitiously moving into your neighbor's attic and huffed that you were only following the law.

What if you are on dry land and underwater simultaneously? Picturing a floating water bubble engulfing you from head to knees with dry feet.

Re: question about underwater abilities
I assume underwater means at least 50% body is in water, and "on dry land" means at least 50% body out of water.
