Simple question. Do Splugorth devices with magical usage that proved an entry for both how many times a day spells can be used and a P.P.E. pool, mean that say a Staff of Eylor which allows it's spells to be used twice per day each and 100 P.P.E. means that a spell can be used twice for free, but further than that, its use draws on the P.P.E. pool?

No, it means that spell can be cast only X times a day. The PPE listed for the spell is still taken from the pool.

Eg. Staff of Eylor - cast 2x Call Lightning which is max for the day, consume 30 PPE, 70PPE for other spells.
