then shouldn't there be a way to wear a smaller-design magic armor inside a larger-design one?

I think I recall some TW armors which allow you to cast stuff like Armor Bizarre to bolster their protection so if those spells can layer atop whatever you wear normally then why not magic ones?

IE if a make wearing Crusader can have Invincible Armor protecting the Crusader enviro-armor, why not Invincible Armor protecting his Armor of Ithan?

When you deal with techno-wizardry, literally anything is possible if the GM allows it.
You could make TW armor that uses Magic Pigeon to make the armor indestructible and grant it flying powers, if the GM allows.
You could make TW armor that uses See Aura to make the armor indestructible and grant it flying powers, IF the GM allows.

No rule against it I know of. Personally I only allow a MDC flight suit/jump suit inside power armor. Obviously you can’t wear a helmet inside of most power armor helmets.

The weird appeals to referee authority under which old school games like Palladium seem absolutely plagued notwithstanding, there are multiple printed examples of this in Rifts. Things like Glitterboy pilot armor are an easy example. I posted a thread going into more details on specific examples, such as Triax Super Trooper worn inside Gargoyle Armor.

Probably depends on the particular power armor suit. As pointed out, the Glitter Boy & Ulti-Max are examples that specifically show pilots wearing body armor in their PA suit. However, the various SAMAS suits are...not quite as large (especially the new-style "Light" SAMAS). And I would strongly doubt that you can wear any body armor under the really light suits like the Flying Titan...maybe something like the Triax "Plain-Clothes" stuff (but that's really more just MDC material woven into clothing vs. actual body armor...although it meshes well with the whole John Wick vibe from movies #2 & #3 with his bullet-resistant suit).
