Leveling up Symbiotic Character

I apologize if this has been addressed. I couldn't find a similar topic when using the search feature.

I have a player who just leveled up his Symbiotic super hero (Heroes Unlimited) that he created using Powers Unlimited 2. Powers Unlimited 2 is completely silent on what to do with the symbiote's powers once leveling up takes place. Since nothing is written about this, I made the call to have him level up the symbiote's powers as if he was leveling up his own.

I realize every response I get will be opinion and opinion only, which is what I'm asking for (Unless anyone has a canon answer and can give me a book and page number). Thoughts?

I would agree with your call, and that's how I've handled it in the past.

I'm going with that the superpowers of the symbiote give the host act as normal mutant super abilities. Leveling up at level changes. I'm basing this off how the text was written.

Yep, as the GM it is your call.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.
Reading and writing (literacy) is how people on BBS interact.
