Unless you want to shift power attack and other two action maneuvers up to three actions, kick seems unlikely to ever be used if you make it a two action option. That said if you want to make level 3 count for something make it an extra attack per melee that can ONLY be used in melee and ONLY to do...

One other oddity about using head shots unless you are immobilizing them is on a lot of armors the head is the second most heavily armed part of the body and considered a smaller target. I tend to have better luck "disarming" pardon the pun my opponents. Being a Small target doesn't matte...

You may want to take a gander at Rifts® Chaos Earth (specifically pages 50-94). It deals with pre-Rifts technology in a landscape set directly after the Apocalypse. Problem with that is that we are talking about a time almost 200 years after the apocalypse not in the few years directly following it...

but, lets look at it another way. so, according to the 1,000 car battery figure for e-clips, a single shot of a 30 round mag is 15MJ. that's about 3d6MD. the boom gun does 10x that, so a single shot delivers 150MJ? Good suggestions all, keep them coming! I think the reason why he wants to steamroll combat is because he thinks (and I rather agree) that the combat system is slow. I mean a 30 second combat can easily take 30+ minutes, and a "boss" type combat that might take 1-2 minutes of in game time ...
