I think the CS is allegory.
Is everyone in the CS evil? No, though pretty much all of the leadership is.
Was everyone in NAZI Germany evil? No, though most of the leadership was.
The same could be said of Stalinist Russia, or really any sort of dictatorship.

I tend to not bother with statting out such things, in real life they don't work well, so I'd imagine a fantasy culture would discover much the same thing.

The only merc outfit I know of is the one mentioned in the second Phase World book, though I'm guessing the one in South America probably has access to the Three Galaxies.

Rifts Conversion Book One and most world-books have monsters, animals and so on.
