It seemed strange to me as well that the SDC listing in TMNT Revised for some of the normal human characters is so low. April has 6 and Baxter has 0! April has General Athletics, Running, and Swimming so even if normal humans start at 0 she would have 2D6 + 1D8 SDC, which means she would have rolled...
