Palladium Fantasy's Mind Mage was always one of the strongest psychic printed - 3 super psionic powers every level.
Personally, I was always partial to the Psi-Slayer or Psi-Tech in Rifts: Psyscape - I think both of those would fit pretty nicely into the Heroes Unlimited setting.

I agree. With a combined force option, it totally takes away from the comparison question of magic v. tech. I don't think anyone could convincingly argue that a combined force wouldn't be strongest.
