I think the skill progressions are also copyrighted and can't be reproduced, but I am not absolutely certain (I'll have to check later).

In the interim, I can tell you that most Systems Failures skills were reprinted verbatim from Heroes Unlimited 2e, with a handful of skills unique to the SF setting being the exceptions.
