In other words a solid pc group can help the guy get armor. I don't see a problem.

I'd have to go back to the original manuscript to see if it was a true oversight or an editing issue. When in doubt, just give them some armor and don't sweat strict adherence to the print. That way lies madness.

Unfortunately there aren't too many local shops that carry Rifts, so I never got a chance to flip through the Dinosaur books. My fear though was redundant wilderness classes when we already had the scout from the core book. Are the new ones significantly different or are they just minor variations?

Minor variations, some neat abilities but most of which are only useful for Dinoswamp.

I liked the dinosaur swamp OCC I really like the Eco wizard concept. Nice techno wizard type class for those without access to technology.
I never even noticed the legacy scout did not have armor listed under starting equipment. I pretty much always assume all classes have some at very least light MDC armor to start with. I have always used the equipment starting lists as guidelines anyway. Some classes get a bit to much some get a bit to little but the listings are good starting points to work out with your players what they actually get. I would never tell a player no if they asked to start with at least some light/medium MDC armor.

Actually any swampy region. I use the Dinosaur swamp stuff heavily in my CS Navy game, specifically because there are a lot of similarities between the two environments. I grew up in Florida and I live in Georgia, and spent a bit of time driving through Lousianna/Mississippi/Alabama, plus way to much Swamp People, so I knew what I was looking for when I began running, and Todd managed to capture that feel.
As for the OCCs themselves, There's a lot you can do with them. I've seen the Legacy Scout and Swamp Stomper introduced recently at Explorer's Unlimited, and both seem to work pretty well. Granted EU has a very different way of determining starting gear that is relatively fair, so the gear issue never came up. They are skill monkeys, and do what they are supposed to.
The Eco Wizard concept seemed like it would have been an awesome replacement for Biomancy in South America and would have fit better there. I like the Jungle Elves, but I kinda reject the idea that to be one with nature you have to give up indoor plumbing - just saying. Kinda my problem with how strict the Traditionalists are in Spirit West. My character wanting running water and flushing toilets doesn't make him not want to preserve the environment, honor the spirits, be one with his surroundings, and such. Just sayin.
