Feng Shui/Geomancy

Looking at this skill, as presented in Mystic China, it's clearly stated to be all about detecting the amount of Chi in a given place; Can the amount of Chi be altered in any way? I'm not very well versed on how Chi works, as opposed to PPE and ISP; I know IRL the art of Feng Shui is all about orienting your house and furniture to channel the Chi of your home or workplace in harmonious ways, could that carry through into Rifts?
