I'm not entirely sure if a spell with a duration of "Instant" (like Call Lightning) can be made permanent the way you'd like to. I think PFRPG is the one that covers this better.

Well considering both of those events have effects that wouldn't be covered by the spell, no, I wouldn't expect to survive them by using that spell. However I'd still like to know how you're arriving at what the author's intent is.

Personally I'd go with a hybrid version of the two types. I'd have the vampires along with their powers & abilities from Rifter 48 as this will allow you to make more unique vampires than the vanilla ones. They'll also have the added benefit of giving your players goals to reach when they level....
